From 1996 to 2000, Mr. Washington was President and CEO of System Integrators, Inc., a provider of publishing solutions to a third of the world's major newspapers. During this same period, he was a founder, investor, and principal in Aurora Communications, a broadcast radio company with 20 stations that was sold in 2002 for $300 million. For six years up until 1995, Mr. Washington was the general partner in cable television limited partnerships located throughout the nation, with a combined subscriber base of just under one half million.

From 1984 through 1987, Mr. Washington was Vice President, Electronic Communications for McClatchy Newspapers of Sacramento, and a member of the company's board of directors. He directed the growth of McClatchy's cable television systems, its radio stations, its cellular telephone holdings, and electronic data services. Prior to McClatchy Newspapers, he was at Times-Mirror Company from 1981, working first in its cable company, then on developing and eventually heading Videotex America, a Times-Mirror partnership providing various Internet-like information services.

Prior to Times-Mirror Company, Mr. Washington had been Deputy Chief of the FCC's Broadcast Bureau, where he served as Legal Assistant to the Chairman of the Federal Communications Commission ("FCC") from 1977 to 1979. Mr. Washington came to the FCC from the White House Office of Telecommunications Policy, where he helped develop and implement programs to foster wider minority ownership in communications companies.

Mr. Washington is an attorney, and first practiced for the Washington, D.C., law firm of Arnold and Porter from 1974 to 1977.

Mr. Washington serves on the boards of a number of companies, including World Television of Washington LLC and Spartan LLC, broadcast television stations in Seattle, WA, and Lansing, MI, and, Qantum Communications LLC, a broadcast radio group. He also serves as a director of various nonprofit organizations, including the Board of Visitors of UC Davis School of Medicine; UC Davis Medical School's Center for Health and Technology; the UC Davis Foundation; Sacramento Chamber of Commerce (board of directors Chairman—2006); and on the California Chamber of Commerce board of directors.

Mr. Washington holds a Bachelor's degree from Cornell University and a J.D. from Yale University Law School.

Rick has also served on the CalChamber's Audit Committee, as well as its committees for Water, Economic Development, Tourism, and Policy. He is a past president of the Insurance Industry Charitable Foundation, and chaired boards in the Sacramento region including the American Leadership Forum and the UC Davis Health System Leadership Council, which also made him an ex-officio Trustee of the UC Davis Foundation. He has served on several other non-profit boards in Sacramento, including the Boys and Girls Club, for which he was Treasurer, the Urban League, the United Way and People Reaching Out. He was the 2005 Humanitarian of the Year for United Cerebral Palsy. He now serves on the Advisory Board for the UC Davis School of Education.

Prior to his current job, Rick was a senior officer for USAA, one of the most respected companies in the country, a Fortune 200 organization providing diversified financial services to more than six million members, and with more than 100 billion dollars of assets owned and managed. Rick was the Regional Senior Vice President of the Western Region, which had included California, Alaska, Hawaii and Nevada, and which represented more than a billion dollars of annual revenue. Prior USAA roles included leading the Great Lakes Region, the Washington, DC Area Office and the Home Loan department of the USAA Federal Savings Bank.

Rick had a distinguished Air Force career that included serving at the highest levels the military. He served as the Deputy Inspector General of the Joint Chiefs of Staff in the Pentagon, after having commanded the airlift wing which provided the worldwide airlift of military patients and casualties, a general officer position. A command pilot and space systems operations officer, his military decorations include the Legion of Merit, two Distinguished Flying Crosses and a dozen Air Medals. He is a graduate of the Armed Forces Staff College and the National War College.

Rick's education includes a BS degree in Physics from the University of Maryland and an MS in Political Science from Southern Illinois University. He was a distinguished graduate of the School of Mortgage Banking, earned the Chartered Property and Casualty Underwriters designation and completed executive education programs at both the Darden and Wharton Graduate Schools of Management.

For 14 years, Mr. Aguallo was associated with CalPERS as the Assistant Executive Officer of Investment Operations and as the Assistant Executive Officer for financial and administrative services. Prior to joining CalPERS, Mr. Aguallo was the Deputy Director of the Department of Aging for six years and was with the California Department of Finance for ten years.

Mr. Aguallo holds a Master of Arts degree in Political Science, and a Bachelor of Arts in Political Science, from the University of California at Davis.

The firm represents numerous national and state trade and business associations as well as a number of major public corporations.

Mr. Claussen served as an organizing director of Silverado Bank, Roseville, California, and continued in that capacity until Silverado was merged into Capitol Valley Bank in 2000. Following the merger he served on the board of directors of Capitol Valley Bank from 2000 through May 2002, and served on its audit committee. In 2002, he became a director and member of the governance committee of Humboldt Bancorp when Capitol Valley Bank was acquired by Humboldt. He remained on the Humboldt Bancorp board of directors until its 2004 merger with Umpqua Bank.

Prior to WSNB, Mr. Dowdell held management positions at Commerce Security Bank (acquired by Zion's Bank in 1996), Xerox Credit Corporation and The Coca-Cola Company.

Mr. Dowdell holds Bachelor of Arts and Bachelor of Science degrees from the University of Southern California and a Master's degree in Banking from Louisiana State University. He is also a member of The Salvation Army Advisory Board, Sacramento Police Foundation, St. Michael's Episcopal Day School Board of Trustee, and Sacramento Rotary Club, and has served as the President of the Sutter Club.

She has served as a member of the Sacramento Children and Families Commission, and on the boards of the United Way, California Capital Region, Hemispheres Art Academy and the Broadway Downtown Partnership.

She is currently serving as the Chair of the community benefits committee for Sutter Medical Center, Sacramento, and was recently appointed to the board of Sutter Hospitals for the Sacramento region. She also serves on the Wells Fargo Community Advisory Board. Ms. Fong-Kushida was appointed to the California Utilities Diversity Council for the California Public Utilities Commission. She is a senior fellow and board member with the American Leadership Forum, Mountain Valley Chapter, and serves as one of the two business liaisons for the Council of Asian-Pacific Islanders Together for Advocacy and Leadership.

Ms. Fong Kushida holds a Bachelor's degree in Business Administration, with a Minor in Communications, from California State University, Sacramento.

Mr. Harris is active in community college state affairs on state and national levels. He is the past President of the board of directors of the California Community College Chief Executive Officers. He Chaired the Task Force on Leadership in California community colleges and the community college Task Force on Global and International Education. He is a past member of the board of directors of the American Association of Community Colleges, and currently serves as a member of the board of the Western Accrediting Association of Schools and Colleges.

Mr. Harris is a past Chair of the board of directors of the Sacramento Metropolitan Chamber of Commerce and immediate past Chair of the board of directors of the Northern California World Trade Center. He is a member of the Editorial Board of Comstock's magazine, the board of directors of Linking Education and Economic Development Sacramento ("LEED"), the Sacramento Area Commerce and Trade Organization ("SACTO"), and recently chaired the successful campaign to extend the half-cent sales tax for transportation in Sacramento County.

Mr. Harris is a consultant and lecturer on communications, enrollment management and higher education marketing. He has taught communications, published a number of articles, and is active in the arts, having served on the board of directors of the Crocker Art Museum, as board of directors President of the Fresno Philharmonic Orchestra, and as a board of directors member of the Kansas City Museum.

Mr. Harris did post doctoral study at the Harvard University Institute of Educational Management, received his Doctorate in Education at Nova Southeastern University, a Master in Communication from the University of Arkansas, and a Bachelor in Communications from Southwestern Oklahoma State University.

Prior to joining the California Business Roundtable Mr. Hauck served as Executive Vice President and major shareholder of Information for Public Affairs, Inc., a Sacramento-based national information services company. He currently serves on the board of directors of the privately held company and is a member of its compensation committee. Mr. Hauck has also held a number of executive positions in state government including Deputy Chief of Staff to the Governor, Chief of Staff to two Assembly Speakers and Director of the Assembly Officer of Research. He has also chaired the state's Constitution Revision Commission (appointed by Governor Pete Wilson) and as Co-Chair of the California Performance Review Commission (appointed by Governor Arnold Schwarzenegger).

Mr. Hauck currently serves as a member of the Board of Trustees of the California State University system where he chairs the board of directors' finance committee. He served as Chairman of the Board of Trustees from 1998 to 2000. Mr. Hauck also serves on the board of directors of Blue Shield of California, where he chairs the nomination and governance committee, and serves on the finance and investment and compensation committees.

Mr. Hauck received his Bachelor's degree from San Jose State University.

Since his retirement, Mr. Kittredge has served as a consultant and board of directors member for several organizations. He is currently a member of the board of directors and Chairman of the audit committee of SureWest Communications, a NASDAQ-listed telecommunications company; a board of directors member of the PacCapital division of Pacific Coast Building Products, a large privately owned building products company; and a member of the Advisory Board of Berkeley Capital, a real estate investment fund.

Mr. Kittredge graduated with honors from California State University Chico in 1969 with a Bachelor of Science degree in Business-Accounting. He is a Certified Public Accountant, a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants, and is a past president of the Sacramento Chapter of the California Society of Certified Public Accountants.

Mr. Kittredge has been active in numerous Sacramento area community organizations. He served on the board of directors and in leadership positions with the Sacramento United Way, Golden Empire Council-Boy Scouts of America, Sacramento Theatre Company, Sacramento County Health Council, Sutter Club, California State University Chico Foundation, California State University Sacramento Foundation, and California State University Chico Alumni Association, among others. Mr. Kittredge received numerous honors for his service including the California State University-Chico Outstanding Alumnus Award in 1995, National Boy Scouts of America Distinguished Eagle Scout Award, and the 2004 Golden Empire Council-Boy Scouts of America Sacramento Citizen of the Year.

From 2002 to 2004, Ms. Lucas served as the Global Public Affairs Practice Leader for Porter Novelli, an international public relations firm. Prior to that she was CEO and president of Nelson Communications Group, a California public affairs agency acquired by Porter Novelli in 2000. Ms. Lucas has provided strategic counsel to large corporate clients, labor unions, non profits, and political candidates. She also has worked on several statewide initiative campaigns on a variety of policy issues including gaming, housing, education, local government, campaign finance, energy, and business.

Ms. Lucas served previously as Deputy Press Secretary for Governor George Deukmejian, Deputy Treasurer for Tom Hayes, and as California press secretary for President George H.W. Bush. She was the chairperson of the American Association of Political Consultants and a member of the California Chamber of Commerce board of directors.

Ms. Lucas currently is an advisor to the Public Policy Institute of California, and The Children's Partnership, and a member of the board of directors for the California Musical Theatre Company, California Forward and the Governor and First Lady's Conference on Women and Families. She holds a Bachelors degree from the University of Southern California School of Journalism.

From June 1995 to May 2006, Mr. Malone was Senior Vice President, Mortgage Division Manager at Western Sierra Bank in Folsom, California. Mr. Malone was responsible for managing all aspects of mortgage banking and construction lending functions for the $1.3 billion bank including: origination and lending officers, processing and underwriting, loan documentation and loan funding, secondary marketing, servicing and pipeline management, and compliance and quality assurance.

From May 1991 to May 1995, Mr. Malone co-owned Stratus Financial, Inc. of Cameron Park, California. Stratus Financial, Inc. was a two-office mortgage brokerage company specializing in first time homebuyers and financing for low to moderate income households. The company was purchased by Western Sierra Bank in May 1995.

Mr. Malone earned a Bachelor's degree in Business with a concentration in Real Estate and Land Use, from California State University, Sacramento in 1986. He attended the Sheshunoff Executive Banking Institute from 2004 to 2005. He is also an alumnus of the Sacramento Entrepreneur Academy and a licensed California real estate broker.

Prior to joining APCO, Ms. Pye served as Deputy Chief of Staff to California Governor Arnold Schwarzenegger, acting as a member of the governor's senior staff and his post-recall election transition team. Previously, she served for 12 years as Vice President of Corporate Affairs and Political Director for the California Chamber of Commerce, where she also led the Jobs Political Action Committee ("JobsPAC") and the Coalition for California Jobs. Ms. Pye has also worked as Director of Public Affairs for the California Retailers Association, and as Director of Governmental Affairs for the California Grocers Association and the Food Marketing Institute.

Ms. Pye is a Trustee of the University of California, Davis Foundation and a Trustee of the California Legislative Blue Ribbon Commission on Autism Foundation. She serves on the board of directors for the California Museum for Women History and the Arts, and on the advisory board of Target Excellence. She is a member of the American Leadership Forum's (the "ALF") Class X, and is an active member of Jack and Jill's Sacramento Chapter. She is a member/delegate of the California Republican Party and serves on the advisory board for the Sacramento Chapter of the California Women's Leadership Association.

Ms. Pye graduated from George Washington University, where she earned a Bachelor's degree in Political Theory.

Before joining the California Chamber of Commerce, Mr. Zaremberg served as chief legislative advisor to and advocate for California Governors Pete Wilson and George Deukmejian. In that capacity, he helped guide enactment of transportation, education, health and welfare, and tax reforms.

He came to the Governors' staff from the California Department of Justice, where he was a deputy attorney general specializing in legislative advocacy.

Mr. Zaremberg practiced law in Sacramento from 1978 to 1980, and served as a captain and flight navigator on a KC-135 jet air refueling tanker while in the U.S. Air Force from 1970 to 1975. He holds a Bachelor's degree in economics from Penn State University and a J.D. from the McGeorge School of Law, University of the Pacific, where he was a member of the Law Journal.

Kurmel is a current member of the Advisory Board of the Capital Valley Ventures LLC, an early stage venture capital fund. He is a former Member of the Advisory Council to the California State Treasurer. Mr. Kurmel is a director of Fremont Bank, a position that he has held since November 1998. Mr. Kurmel is also an organizer and Vice Chairman of the board of directors of Coronado First Bank, a position he has held since that bank opened in October 2005. Mr. Kurmel graduated from California State University, Sacramento, with a Bachelor of Arts degree.
